Carl takes a very personal approach
to working with individuals. People appreciate Carl’s
willingness to personally meet them one-on-one to discuss their
ideas or concerns.

Carl has cultivated the art of being a
good listener and he tries to understand the issues from the

Carl has good judgment and makes
principled decisions. He will not compromise principle for gain.
Coming from a family of farm laborers, he learned early in life
that principle, diligence and hard work are the cornerstones of
success.
4. He Has Vision: Carl has great ideas and achieves solid
results. In his work at the BYU law school, he has been
instrumental in helping the law school achieve an incoming
student qualification ranking among the top 10% of law schools
nationwide. His work for cities has helped to produce
economically prosperous, safer and cleaner communities.
5. He Is Well-Educated:
In 1992, Carl earned his Law
Degree and a Masters in Public Administration from the BYU Law
School and the BYU Marriott School of Management. His emphasis
in graduate school was urban management.
6. He Has Experience: Carl has over 15 years experience
working specifically with city governments as a city attorney
and as a professor teaching State and Local Government Law.
7. He’s Knowledgeable: Carl has deep practical experience
with issues facing cities such as taxation, transportation,
economic development, redevelopment, neighborhood preservation
and public safety. His teaching allows him to be on the
cutting-edge of matters affecting cities.
8. He’s A Collaborator: Carl’s credibility and
professional reputation has helped him to be successful at
bringing the right people together to create opportunities for
meaningful dialogue which leads to getting things done well.
9. He’s A Master Teacher: Carl was voted 2005 Professor
of the Year for the BYU Romney Institute of Public Management
and consistently receives top student ratings in each class he
teaches.
10. He’s A Servant-Leader:
Carl has served in government
for most of his career where his judgment and advice were
trusted. In addition he has served in a number of church
callings and community committees. Carl was appointed by
Governor Olene Walker and reappointed by Governor Jon Huntsman
Jr. to serve on the Governor’s Hispanic Advisory Council and he
currently serves as chair of the Council.
